The second CEC Meeting held at JHANSI (NCR)


Proceedings of CECM held at JHANSI (NCR)on 21st & 22nd April 2017
  • The second CEC Meeting of the 47th CEC commenced at 11.00 hrs on 21.04.2017 at Jhansi (NCR) in a comfortable meeting hall with good ambiance. The CECM was combined with the Zonal General Body of NCR and Divisional GB of Jhansi Division. The house observed 02’ Silence in homage to those who laid down their lives for the working class. The GS/NCR Sr. Anil Tiwari delivered the Welcome address. The Meeting was graced by DRM/JHS, Sr.DOM/JHS and Sr.DCM/JHS. The Honorable Mayor of Jhansi Ms. Kiran
  • Verma inaugurated the meeting with lighting of Lamp. All the dignitaries in the dias addressed, specially DRM/JHS insisted the importance of Industrial Relations and workers participation in Management. Sh. R N Chaturvedi, Central Vice President, presided over the CECM and in his presidential address, he explained the need of quality and quantity leadership and explained that the harvest is more and the labours are less. Then he called the report of SG. Secretary General Sh. Dhananjay Chandratre and Central Secretary Finance Sh.Samanand Sagar placed their detailed reports. SG detailed the meeting with Member Traffic , Member Staff and other RB Officials on 19, 20th April 2017 along with Chairman Advisory Committee Sh. U. John Vincent Kumar and LS Sh. R.D. Swamy on the New Charter of demands and as well the issue of First Class Pass to the erstwhile ASM elevated to GP 4200 from 01.01.2016, MACP 3rd level of Rs.5400 to the eligible Senior SMs and the inordinate delay distrusting Accident Free Service Award etc.,. After the detailed discussion, both the reports were passed. CP called for the General Secretaries report. All the SGs present submitted their zonal report duly pictureising the events. CEC appreciated initiatives shown by some of GS regarding submission of written report. The First day’s transactions was paused and the CECM was adjourned. The second day on 22nd April 2017’s proceedings commenced with the Trade Union song.

  • The publication report was presented by DS/TVC Sh.T.Vinu, on behalf of Publication in charge. Then the Divisional Secretaries present place their Divisional report.Then the CP called the Chairman Advisory Committee, Sh. John Vincent Kumar to detail the new charter of demands. He detailed duly motivating the members and insisted the concept Change and impressed the gathering.
  • As per the popular demand of Divisions, The Short History of AISMA was released during CECM. Soft copy of same will be sent through email to all General Secretaries for onward distribution, in their Zone.A detailed Press conference held in the meeting venue, in which all Print Media and Satellite Media attend. Secretary General briefed the New charter of Demands and the origination’s strategy and future course of action etc.,
   The following decisions were arrived at:
  • 1. All General Secretaries and Divisional Secretaries to submit the Charter of demands to respective GMs, COMs on 2nd May 2017 and DRMs and Sr DOMs on 16th May 2017 with a convenient programme.
  • 2. Sh. M.P.Mishra, ex CP was nominated as Member Advisory Committee from Northern region.
  • 3. Sh. Charan Singh and Sh.Ravi Raja are nominated as Patrons of UMB Division of NR.
  • 4. Sh.S.Kalyanram of SR was nominated as Internal Audtor,
  • 5. Sh. C.P.Nallusamy of SR was nominated as Editor-Samachar, who to make the official organ meaningful and useful.
  • 6. All General Secretaries to submit their Zonal Communications to SG, viz., ZEC Report, ZEC Proceedings, Pamphlets and all Official communication with the Administration (latest in the subsequent CEC/CC Meeting).
  • 7. Next MAHASAMELAN – Eastern Zone will be held in Jan. 2018 - All COBs, zonal as well as divisional bodies of Eastern region to start preparing in this regard.
  • 8. An AISMA office flat (2 BHK) will be purchased in New Delhi. 
      The following resolutions were passed unanimously:
  • 1. Scientific approach to Safety Rules and G&SR : Existing Safety rules prescribed in G&SR to be revised with more practical approach which is better understandable. Redundant rules to be eliminated.
  • 2. Paperless and digitalised stations : With computerization of Indian Railways, our core activity area, i.e. Railway stations, should also be provided with computers. With planned digitization, many of the registers can be dispensed with. This will save time as well as space in compact offices.
  • 3. Modification to RRB recruitment pattern : It is noticed that even 50% of Pro ASMs allotted by RRB do not report at division. Therefore, there should be live reserve panels of Pro-ASMs to be appointed for immediate filling of vacancies. This can be achieved by amendment in RRB recruitment rules. Also,it is suggested to hand over direct recruitment powers to zones, i.e. CPOs. General Body Meeting of NCR Zone, as well as JHS division were commenced and the new Zonal Team of NCR and Divisional Team of Jhansi Division was formed.Vote of Thanks was delivered by Sh. A.N.Tiwari, the new DS/JHS and assured to bring the Jhansi Division in the Top of the DEC Team.

  • Best DS : Sh. Vijay Patil, BSL/ C.Rly.
  • During the organizational Hour the bilingual (English and Hindi) version of AISMA CONSTITUTION (updated upto 47th CBGM KOTA) was published by Shri M. P. Mishra, Ex CP, the first Copy of same was received by Sh. R N Chaturvedi, Central Vice President and other the CEC Members. The copy will be supplied to all GSs, DSs and BSs by SG.
